David Maxwell is a retired US Army Special Forces Colonel and the Vice President ofthe Center for Asia Pacific Strategy. He has spent more than 30 years in Asia as apractitioner and specializes in Northeast Asian and Korean Security Affairs andirregular, unconventional, and political warfare. He commanded the Joint SpecialOperations Task Force Philippines during the war on terrorism. His final assignmentwas as a member of the National War College military faculty. Following retirement, hewas the Associate Director of the Security Studies Program at Georgetown University.He is on the Board of Directors for the Committee for Human Rights In North Korea andthe OSS Society and is an editor-at-large for the Small Wars Journal.
