Matt Kuhlman is an Army Foreign Area Officer for Sub-Saharan Africa. He recently completed his PhD in Political Science at George Mason University but also holds a Master’s in International Relations from the University of Oklahoma, and a Master’s in International Public Policy (Strategic Studies) from Johns Hopkins SAIS. His research interest is understanding how states use military assistance as a policy tool in conjunction with other instruments of national power. He commissioned in 2005 as a Field Artillery officer and has served in Iraq, Europe, and several embassies in Africa.
