Cheap drones are outpacing the defenses built to stop them. Cartel operators on the U.S.-Mexico border grow more creative, JIATF-401 is spending over $25 million on counter-UAS for SOUTHCOM, and the Pacific drone race has no rules. Russia's grey-zone attacks on Europe are growing bolder, and Beijing is working the narrative against Taiwan.

The heaviest thread runs through chokepoints. Houthi missiles are assembled from Chinese parts, insurance markets are being weaponized around Hormuz, Somali piracy has surged in a new form and illicit Iran-China oil is routed through Malaysia. Each turns commerce into a weapon.

Defense Industrial Mobilization Needs More Than Startups and Drones

Can startups, venture capital and cheap drones deliver military capability at scale? The piece argues that governments, as customer, regulator and financier, remain the decisive actors, and that supply-side initiatives cannot substitute for strong acquisition institutions. Drawing on defense industrial strategies from nine major and middle powers, it urges middle powers to invest first in procurement capacity, well-managed offsets and a few priority capability areas.
